I do not quite understand what you mean here. Ethernet as I understand it means the IEEE 802.3 protocols, which specify both the physical and data link aspects of network communication. AFAIK, you cannot communicate "below" the physical layer. :) The 802.3 protocols are not "tcp/ip based". Sure TCP/IP can be run on top of them, but the IP spec stops at the network layer, it does not specify anything at the data link or physical layers.
