No, but someone hacked the sshd.config file to override that, so
it actually uses /etc.  I don't know whether this is a bug or not,
it's not a bug for me/us because /usr/local is shared.

We *really* need to finalize how we want to deal with shared /usr/local
stuff, this insistance that /usr/local is unique is short-sighted.
