Yes, it has changed.

cd /usr/ports/lang/php5 && make config

there is option apache which says it builds apache module.

The reason is explained in ports this way:

=2D- Port:   www/mod_php5
Moved:  lang/php5
Date:   2006-05-06
Reason: Unification of php slave ports
