	added ipfilter_enable="YES" to /etc/rc.conf a while back
	noticed today that nothing usually started by network_pass2 in
	rc.network was running.  Commenting out ipfilter_enable="YES"
	and rebooting indicates network_pass2 executes.
>How-To-Repeat:
	
	put xntpd_enable="YES" in /etc/rc.conf, notice that ntpd is running.
	put ipfilter_enable="YES" in /etc/rc.conf and reboot, notice
	that ntpd is not running.
