I have been search the man pages and the manual, but haven't
been able to locate any specific information.

If there is a port in which the maintainer isn't providing all the
compile time options, is there a way to add an option without
manually editing and changing the Makefile?

If not, what is the best practice here?

Just as an example, say I want to add the option:

=C2=A0 --without-gpm-mouse

to mc (Midnight Commander).
