I went to ruby-locale2 port, made 'make install clean'
and /usr/local/share/examples/ruby18 is still 0755

drwxr-xr-x  16 root  wheel  1536  9 =E8rv 17:56 ruby18

This is with FreeBSD 7.2-STABLE #0: Tue May 12 12:43:34 CEST 2009.
Might be a local issue at your place?
