No. Only security and critical operational patches go into the
RELENG_4_7 branch. This was heavily discussed at the time, but there
are no security or operational issues with this. (This is not
intuitively true, but is clear if you understand the nuts and bolts
of named and DNS caching.)
If you want to get a new version at any time, just issue the command:
dig ns . @b.root-servers.net. > /etc/named/named.root (or wherever
your named.conf tells it to look).
