I have had the same problem, and have now found a way around it:

Solution 1: Copy the install floppy kernel onto the hard drive. Can be done 
using the fixit option.
Solution 2: Patch the /sys/dev/ata/ata-pci.c so the atapci probe does not 
recognize the RZ 100? chip. Recompile the kernel.

There is also an gnats problem report called i386/43222 setrootbyname panic 
in 4.6. A more detailed description of the problem and solution has been added.
