There are freezes for releases but there's no stable branch for ports. With regards to the error it sounds like you should search for a misplaced + somewhere in pkgtools.conf. You can run portupgrade from anywhere in the filesystem. Whilst I agree there's a certain logic in being in either /usr/port or /var/db/pkg it doesn't matter. I'm often in my home dir when I run it and it's exactly the same.
