pkgtools.conf isn't what you need to change for that.  Use cvsup to
track various trees.  Btw, ports are always current.  There are freezes
for releases but there's no stable branch for ports.

With regards to the error it sounds like you should search for a
misplaced + somewhere in pkgtools.conf.  
I'd suggest you backup the current one and copy pkgtools.conf.sample to
pkgtools.conf so you can start again.

You can run portupgrade from anywhere in the filesystem.  Whilst I agree
there's a certain logic in being in either /usr/port or /var/db/pkg it
doesn't matter.  I'm often in my home dir when I run it and it's exactly
the same.
