This is not the right mailing list for this. FreeBSD-questions.
Anyway, if you block the ip using ipfw, you do not need to re-start squid.
You could also try to do a  "man dummynet" and feel in heaven.
If you really want to get high with bandwith control, you should try AltQ. :-]
