Unable to test a modern port-package environment

# /usr/bin/kyua test -k /usr/tests/Kyuafile sys/netpfil/pf/killstate:v6
sys/netpfil/pf/killstate:v6  ->  skipped: Required program 'scapy' not found in
PATH  [0.015s]

scapy indirectly requires rust to have built and rust fails
to build for armv7 for the FreeBSD OS these days, at least
in my attempts.

This is not visible on a FreeBSD port-package builder because
none are building armv7 packages any more.
