Some general background information that may or may not apply:

The port-package builders will not start building port-packages based on
15.1-RELEASE for months: they are based on 15.0-RELEASE until 15.0 goes
End Of Support.

That does not work for kmods generally for 15.1-RELEASE use and
FreeBSD-ports-kmods has distinct builds for both 15.0-RELEASE and
15.1-RELEASE that can be used for pkgbase contexts by causing the
repository url to change appropriately, doing "pkg update" for
FreeBSD-ports-kmods and then the pkg upgrade. They are not the builds
from the port-package builders.

So, at this point, in-sync vs. out-of-sync only applies to 15.0-RELEASE
contexts as far as pre-built port-packages go.

Personal builds/installs based on ports depend on what and how they were
done.
