Is there any real need for this?  There aren't any programs or
manual pages that first appeared in one of the x.x.x.1 releases
that didn't appear in the x.x.x release first, right?  And none
of those releases actually advertise themselves by those relese names,
do they?  E.g. 2.1.7.1 lies and says it is 2.1.7, doesn't it?
