     The following properties can be set at creation time and import time, =
and
     later changed with the zpool set command:

That's an opposite to real situation (except it can be changed later _if
dataset exists_):
root@localhost:~ # uname -a
FreeBSD localhost.localdomain 13.1-RELEASE FreeBSD 13.1-RELEASE
releng/13.1-n250148-fc952ac2212 GENERIC amd64
root@localhost:~ # zpool create -o bootfs=3D"zroot" zroot da1
cannot create 'zroot': property 'bootfs' cannot be set at creation or import
time
root@localhost:~ #
