No, I'm having the same problems with the same DEC chip but for ZNYX
boards. I tried

ifconfig de0 media 100baseTX mediaopt full-duplex

but the board is not configured at all. If the mediaopt is removed,

ifconfig de0 media 100baseTX 

works correctly.
