There is no build error in libc in RELENG_4 (my installworld is
installworlding as I type).

Are you making world, or trying to compile by hand?  If you do a
complete cvsup you can't use the instructions in the advisory because
they assume that the only things which have changed are those in the
patch; if you cvsup, then a lot of other stuff may change which
requires nontrivial hoop-jumping, which is taken care of by make world
and the usual upgrade procedure.
