Our skeleton make.conf needs an urgent update.

If you don't read /usr/src/UPDATING and copy
and paste this skeleton file to /etc/make.conf
you think, that its still possible to enable
INSTALL=install -C
in /etc/make.conf.

This way I got some incomplete installed ports
because I had to use "-ki" as a time saver to
get the ports installed and my system working...

Now having some time I found the real culprit.

I will delete my PR, since first I thought the
change in xinstall.c has been introduced too
quickly, but then suddenly /etc/make.conf came
into mind and I found the real source of my
port mess ...

Well I will have to install them again *sigh* ;-)
