I don't think we should explain what CPPC or P-states are here.  But we could
link to hwpstate_amd(4) manual page which... doesn't exist yet (there is a
hwpstate_intel(4) one though).

To our defense, we expect to significantly move parts in hwpstate_amd(4) in the
coming weeks, so I don't think it's necessarily worth doing now, but indeed we
should not forget about it.
