 I appear to be having a similar problem, and would like to provide additional information that (hopefully) will help to resolve it.
 
 1.  when running powerd, whenever the cpu frequency drops below the maximum (2100) value, cpu performance [based on keystroke 
 echo and general display slowness] appears to be at the LOWEST possible frequency.  As a result, CPU usage indicates above 100% 
 nearly all of the time, and immediately reverts the CPU to its maximum frequency [as it should].
 
 2.  setting the sysctl variable dev.cpu.0.freq manually to any of the frequencies listed in dev.cpu.0.freq_levels causes the 
 same thing to happen.
 
 3.  hardware:  HP Pavilion dv7 laptop with amd64 dual core, running FreeBSD 7.2 pre-release from April 28 [this problem was in 
 earlier 7.x versions as well].
 
 4.  eliminating the cpufreq driver by adding hint.acpi_throttle.0.disabled="1" to loader.conf only disabled the ability to 
 change frequencies [no other driver was available to do the job] so there's no obvious workaround.
