 Oh, I was too fast. It is not Ok. devd is started ok, yes. But I cannot
 change root password from console with:

passwd: pam_chauthtok(): error in service module.

And after that here is /etc/pwd.db.tmp (empty one). Password is not changed.

Again, 100% reproducable. And "host" amd64 system doesn't have this problem.
Both systems are r255867, built without anu /etc/make.conf or /etc/src.conf.
