I had seen something last year (I think) which led me to believe that this deficiency was being rectified but I was obviously wrong. I dug around and found an old PR (bin/42004) which included a quota.c patch to enable IPv6 support but the PR was closed and the patch was never applied. I applied the patch to 10-STABLE. It works.
