Both lists have exactly the same content.  But with the ctm-4 list, the
information is sent out slower.  Specifically, when the delta is created
it is split into a number of pieces.  With the fast list these pieces
are all sent out at once.  With the other list the pieces are sent out
more or less at the rate of one piece per hour.
