No clue. bf94442d17d9 probably wanted to prevent LIB_DEPENDS picking libavcodec.so.52 from ffmpeg instead of libavcodec.so.54 from ffmpeg-011. LIB_DEPENDS=avcodec.54:... would've probably had the same effect. RUN_DEPENDS version is mostly ignored in binary packages, anyway. Disclaimer: I don't use vlc. Only one of my ports optionally depends on it but otherwise couldn't care less.
