This is clearly not true since sh(1) is the shell of choise for any shell scripts such as rc(8) scripts. Only the root's default interactive shell is csh(1). The section could be rewritten to state that the /bin/sh shell is not shells/bash as it is on Linux usually but a Bourne compatible shell without the bash specific extensions.
