I've got 

cvs -z3 -q

in my .cvsrc which seems to work.  According to the documentation it
should :-)  Quoth the manual:

|    In place of the command name you can use `cvs' to specify global
| options (*note Global options::).  For example the following line in
| `.cvsrc'
| 
|      cvs -z6
| 
|    causes CVS to use compression level 6.
