Just make.conf in RELENG_4:
$ grep -r SUIDPERL src/etc src/gnu/usr.bin
src/etc/defaults/make.conf:#NOSUIDPERL= true # To avoid building the suid perl
src/gnu/usr.bin/perl/suidperl/Makefile:.if defined(ENABLE_SUIDPERL) && ${ENABLE_SUIDPERL} == "true"
