This cannot be implemented as a flavour, otherwise correspondingly intrusive
changes to python.mk have to happen for no real benefit (compared to the
changes needed for 3.13 free-threaded/no-GIL mode). As an option, this would be
exposed in all existing supported interpreters in the tree, not just 3.11.

Still need to dig through the comments made in the existing phab review to see
if they are still relevant, especially pertaining to behaviour not already
addressed upstream.
