I've tried multiple rebuilds to no avail - what finally fixed it for me 
was to add this to /boot/loader.conf and rebooted:

   screen.textmode=1

I don't use X11 on this box but only had console access so needed the 
console to work :-)

Works for me, your mileage may vary.
