Log:
  Allow sigwait(2) in capabilities mode.
  
  It's common for multi-threaded processes to create a thread for
  the purpose of synchronously processing signals. Allow such processes to
  utilize a capabilities sandbox.
  
  Discussed with:	rwatson, pjd
