These are not only packages requires libsodium. I think libsodium update
should be once reverted. Make a list of libsodium consumers carefully,
and then update libsodium again, bump consumers at the same time.

For example, editors/vim misses dependency on libsodium in Makefile but
it actually depends on libsodium.
