When doing incremental rebuilds of world with -DNO_CLEANDIR -DNO_CLEAN after
changing a file of libc, libc.so.7 is being rebuilt but libc.a is not.  Thi=
s is
very confusing to get different results depending on whether you link -stat=
ic
or not.

I assume it is a general build framework problem beyond libc, that's just w=
here
I noticed it in the obj directory when trying to link -static to libc.a from
there.
