I think this is related to pr 239890 and stems from a kernel change.
I first had this problem when upgrading from 13.2 to 14.1=20
In that pr I write that I believe the kernel is now stricter not allowing 4=
 in
6 addresses for connect when prior OS's only disallowed that for bind.
