It does.

How many people are after simply native client libraries as
opposed to the who shebang?  I've already got an oracle server on
a Sun box but I'd *really* like to develop applications on
FreeBSD.

The client side may be a much smaller risk for them to produce
and if it goes well, that demonstrates an interested user base
for the server side.
