Except me and a bunch of other gray beards, most people these days rely on =
the
packages. And since Dtrace is a key selling point of FreeBSD, it's a waste =
if
it would not be available as drop in option thanks to an optional binary
package that can swap in the default one (think: pkg delete python-3.11 && =
pkg
install python-dtrace-3.11).=20

That would still break links for pkg check --dependencies and as you explain
succeeding pkg installation, but perhaps an additional pkg-message would be
enough to inform an operator.
