What do you have $TERM set to, and do you have $LC_ALL and friends from setlocale(3) set to something? $TERM xterm $LANG en_US.UTF-8 $LC_ALL unset i386 8-stable as of today, xfce's Terminal and xterm do it although visually it looks okay. ttyv1 shows the characters.
