I do not expect the NUMA changes in 10 to be merged to 9.  We could perhaps
rename the option here to match, though they have different semantics (the
old stuff is first-touch rather than round-robin).  There are actually folks
using the older stuff in production it turns out (not just my employer), so
having it as an option still makes sense I think.

If avoiding a future name change seems more important then I'm fine with
merging the name change.
