IMHO, upgrades of each pkg (deinstall, install or upgrade missing or old
dependencies, then install upgraded version) shoud be considered as
"transaction", means, once any of the steps failed, then rollback to previous
working state.
And progress would better be counted after the whole transaction is finished
(success or rolled back).

I know there should be objections, as this could cause the system insecure (if
any of the upgrades are security fixes), but not all vulnerabilities mandates
upgrades and possible to workaround by changing configurations and so on.
