This is the intended behavior. Read the 20001020 entry in src/UPDATING. On about the fourth line, it says: o mail.local(8) is no longer installed as a set-user-id binary. As to why it doesn't work for you, my only guess is that you forgot to run mergemaster (which is required as part of the upgrade process unless you're *really* sure nothing important changed--obviously, this is not the case).
