Hmmm...here's what I have:
/etc/pccard.conf:
# AT&T GIS Wavelan PCMCIA
# If you want to use Japanese version, uncomment the second config

/etc/rc.conf:
pccard_ether="wlp0"
ifconfig_common="inet 216.231.36.127 netmask 255.255.255.0"
ifconfig_wlp0=$ifconfig_common
Try switching your ifconfig lines in /etc/rc.conf around and see if that
helps.
