I am closing this bug because Apache intentionally uses a restricted PATH for
security reasons. The reporter already found the correct solution: using
envvars.d/path.env to add custom paths. Adding /usr/local/bin to Apache's
default PATH would be a security concern. This is by-design behavior, not a
bug.
