I think this PR clearly shows the limitations of the mandoc system when one
output format uses fixed-width characters and other output formats uses
variable-width characters. Maybe the next best thing is to select column widths
that are output format agnostic, i.e. my first patch correcting only the action
table, and leave the rest to be tweaked manually as needed.
