You should read all of it, but here are the relevant parts

1) The FreeBSD Ports tree is planned to move from Subversion to Git at
the end of March 2021.  There is a web interface for browsing the beta
repository.

2) Since December 2020, after development moved to Git, Subversion
only receives translated commits from git2svn exporter in stable/11,
stable/12 and supported release branches.  The web interface is
available for browsing the repository.
 
The second entry implies that stabele/13 is NOT getting git2svn
updates.  But the referenced document may be out of date. I
don't know, because I've switched to FreeBSD-14, but I do see
the git commits to the stable branches.

Actually, outlook doesn't force top posting.  I've had to use outlook
at various customers and have been able to reply to mails without top
posting.  It just takes more effort.

But most outlook users just take the easy way out and top post.
