While tapes are commonly used with amanda it does not require tapes at all. Additionally, underneath Amanda's array of "amcommands" is the same Unix tools you just mentioned - tar and dump. Also, amanda (+samba, I think) will also be able to back up the windows servers. If the tape issue was the only thing that was keeping amanda out of the picture then it may be a good time to reconsider.
