i don't think this is a bug.  why would we ship etcupdate files for pkgbase
installations?  is there a use-case that requires this?

i do agree there should be a workflow for switching from a pkgbase install to
installworld/etcupdate, though.  but that probably doesn't require putting
etcupdate files in pkgbase.
