The port should add the user for you.  Does this not work for
you?

As for getting query-pr to work: suppose you have the gnats
database on your machine as /a/ncvs/gnats, then all you have
to do is:

$ cd /usr/local/share/gnats
$ mv gnats-db foo
$ ln -sf /a/ncvs/gnats gnats-db

Let me do some reading up on nedit-pr and I'll get back to the
group with what I find.
