Changes to handbook introduction in several languages regarding supported a=
rchs

The handbook introduction (referencing releases 9.3 .. 11) makes mention of=
 the
(Tier 1, 2) supported architectures in the introduction chapter.=20
The one missing Tier 2 architecture is ARM, this can be added.
The dropped Alpha architecture is still mentioned, this can be removed.

The attached patch contains these changes. across all languages as far as c=
ould
be edited.
