That's definitely true. Not only has the power requirements of CPUs skyrocketed, but some video cards are now starting to suck up obscene amounts of power, too (as you've found out). Before, you could just use a power supply's overall/total wattage rating. Today, you often have to look at the amount of current the 3.3V line can supply, as it's quite possible that, while a power supply's total wattage may be more than adequate, the power supply may not be able to supply sufficient current on the 3.3V line for a given CPU/speed. In the case of Athlons, getting an AMD-approved power supply for a particular speed CPU should be enough, but may not always be.
