mwm can do all of that.  it's not very fancy -- it's either classic or tired, depending on your
point of view -- but it works smoothly and has full keyboard or mouse control to move, resize, 
minimize or maximize -- and ALT+F4 to kill.  look in /usr/ports/x11-toolkits/open-motif.
