Having started life on SunOS 4, I don't have any real problems with Solaris' configuration style. It hasn't changed since Sun was a bsd 4.2 system with 4.3 enhancements. As for adding a user in Solaris, I've always been partial to vi /etc/passwd ; pwconv.
