For several port options, we use <OPT>_CONFIGURE_ON or OFF instead of
<OPT>_CONFIGURE_ENABLE.  This is only half correct.  We should use ENABLE so
that the correct port option is applied regardless of the configure default
(which may vary depending on what else is already installed).
